<suppInfo>This geodatabase and layer package show the general location of channel migration zones as required under WAC 173-26-201(3) (c) (vii) for shoreline communities in Washington.The Washington State Department of Ecology developed a “Planning-Level Channel Migration Zone Assessment and Delineation Methodology, Washington State” to meet the requirements for identifying the “general location” of channel migration zones for Puget Sound communities that are updating their Shoreline Master Programs as required by Washington State Shoreline Management Act. This methodology was used to map planning level CMZs for streams in WRIA 20, Clallam County. The methodology was also used to map planning level CMZs along 520 shoreline stream miles in the Puget Sound Region for these communities: •Clallam County

The map layers contain a planning level channel migration zone, features that indicate channel migration, avulsion hazards, mapped shoreline streams, and landforms. Each layer has associate metadata. <supplinf>This geodatabase and layer package show the general location of channel migration zones as required under , WAC 173-26-201(3)(c)(vii) for shoreline communities in Washington. The U.S. Environmental Protection Agency, Region 10 provided funding to Washington State Department of Ecology to develop a “Planning-Level Channel Migration Zone Assessment and Delineation Methodology, Washington State” to meet the requirements for identifying the “general location” of channel migration zones for Puget Sound communities that are updating their Shoreline Master Programs as required by Washington State Shoreline Management Act. The US EPA grant provided funding to map general location of the channel migration zone on approximately 528 stream miles in the Puget Sound communites using the planning level methodology. The communities are:

The planning level methodology was also used to map an additional 260 stream miles for Mason and Clallam Counties shoreline streams that don’t flow into the Puget Sound. The map layers contain a planning level channel migration zone, features that indicate channel migration, avulsion hazards, mapped shoreline streams, and landforms. Each layer has associate metadata. <logic>Polygon and chain-node topology are present. Certain node-area-line relationships are collected or generated to satisfy topological requirements. Some of these requirements include: lines must begin and end at nodes, lines must connect to each other at nodes, lines do not extend through nodes, reach identifiers are the same through all layers. Consistency tests also included examination of file names, file formats, and values within each file and visual inspection of channel migration areas in relation to source data (e.g. LiDAR, Relative Elevation Model, and orthophotos). </logic>
<complete>Data completeness for SMP planning level CMZ files reflect the content of the source graphic. Features may have been eliminated or generalized on the source graphic, due to scale and legibility constraints. Channel migration zone maps and supporting information (features, landforms, and geoflags) were developed for communities updating their Shoreline Master Programs as required by the Washington State Shoreline Management Act (Chapter 90.58 RCW). The draft maps were provided to the communities for comment and modifications. Comments and modifications were integrated into communities CMZ maps and GIS data. </complete>

<attraccr>This is first generation spatial data to support planning level CMZ mapping as required by the Shoreline Master Program (SMP) ( WAC 173-26-201(3)(c)(vii):). Spatial data accuracy standards are discussed in the "Quality Assurance Project Plan for: Channel Migration Assessments of Puget Sound SMA Streams, Ecology Publication 12-06-006, https://fortress.wa.gov/ecy/publications/SummaryPages/1206006.html. All products developed in this project went through a quality review by the Senior Level geologists, geomorphologists and hydrologists. Each reviewer evaluates products independently and then meets to discuss review and give back to analysts for revision. The final product is given another review to ensure that edits were made correctly. The review includes checks for computational accuracy, technical soundness of analysis, reasonableness of results and conclusions, clarity of presentation, and appropriateness of the limitations of the data. All reviewers are licensed geology professionals in Washington and must adhere to highest standards as per licensure requirements. The delineations included in this report represent the “general location” because they relied on remote sensing data and did not include a detailed analysis of historic migration rates, nor did they include field verification or geotechnical assessments. These general CMZ files are intended to provide preliminary maps that comply with SMP guidelines, assist with planning, and indicate areas where additional data and analysis should be conducted to complete a more detailed delineation.
The data is not appropriate for purposes other than planning or restoration information and is not applicable to site or reach scale.

<horizpar>Specifications for the digitizing CMZs, features, landforms and Geoflags are consistent with the source data horizontal specifications. Data are consistent with those requirements for mapping at a scale of 1:12000. Horizontal control was established using USGS quadrangle maps at 1:24000 or other standard source scales. LiDAR was used as an elevation source. Ground returns were used to construct a triangulated irregular network (TIN) which was then sampled at 6 ft intervals to produce the elevation raster.
Users should assess the horizontal positional sources and the requirements of their application. CMZ delineations, including features, geoflags and landforms, were generated at a visual display scale of 1:5000 or better using LiDAR shaded relief, high resolution orthophotos and other supplementary data. </horizpar>

<vertaccr>LiDAR was used as the base map and to derive a relative elevation model. The LiDAR was obtained through the Puget Sound LiDAR Constorium (http://pugetsoundlidar.ess.washington.edu/ ). The PSLC maintains metadate on the LiDAR vertical accuracy. The accuracy specification in the contract between the Puget Sound LiDAR Consortium andproviders is based on a required Root Mean Square Error (RMSE) 'Bare Earth' vertical accuracy of 30 cm for flat areas in the complete data set. This is the required result if all data points in flat areas were evaluated. Because only a small sample of points is evaluated, the required RMSE for the sample set is adjusted downward per the following equation from the FEMA LiDAR specification (adjusted from the 15 cm RMSE in the FEMA specification to 30 cm to accommodate the dense vegetation cover in the Pacific Northwest).</vertaccr>
