Description: Master Address Database depicts points for address locations throughout Clallam County. Used in: Address Review App (used to communicate with Pencom and receive their validation for address assignments)Permitting Service (Tyler Enterprise Permitting & LicensingClallam County Interactive MapsMaster Address Database Creation: The County addresses were initially built from another address layer named "EGv7". City, Tribe and Park addresses came from generating centroids from the Parcel layer, which are populated from the RPM. The address case data came from an EPnL pull made in November 2024. In order to join the address case data to the points, the SITUS fields from both the point layer and the EPL pull data were standardized and concatenated into a csm_addres field. A join by PNUM was not possible since so many parcels had multiple addresses, and we did not want a PDU address case number applied to an ADU address and vice versa. There were a little less than 1000 addresses that did not join to the EPnL pull. While some of these addresses do not have an associated address case, others do and these will need to manually updated at some point in the future. All records where SITUS_ADDR was blank or null were deleted. 412 parcels with multiple addresses were identified using the EGv7 fields of SITUS_ADDR/ SITUS_ADR1, & SITUS_ST2. Points were generated for each of those addresses. The original master address database projection was Web Mercator 1984. The original master address database was exported to 2926, which cause an ~4 ft shift in the point location. Addresses that needed to be added to added to EGv7 were given an identifier under the case_type field of 2022-2024, Append, Other, New, Readdressing, or IMPORTED MP.Two layers were created. A layer to append addresses into the existing EGv7 service and one to delete address points in EGv7. Address Database Maintenance: Addresses get updated as address assignments are made. On regular intervals, the address database is aligned with the PenCom SSAP layer data, which is shared in the Clallam County Portal. Description: This is currently the county's Master Waterbody layer which consists of Lakes, Glaciers,and Double Line Streams originally taken from the Washington State Department of Natural Resources (DNR) layer and updated with other value added mapping projects. It now reflects the re-mapping of the East end of the County (from the Lyre River East to the County Line). This remapping began in 2006 and was finished Sept. 12, 2012 During this remapping, the waterbodies were relocated to match the LIDAR, Contours or Orthophotography of 2005-2006. A public version of this map is created by removing Glaciers and unknown waterbody types. Description: This layer depicts areas designated as Landslide Hazard and Erosion Hazard (see Chapter 4 of Critical Areas Code). It is advisory and subject to verification in the field. The Critical Areas Ordinance defines Landslide hazard both as landforms (bluffs and ravines), and applying slope and soil criteria. The original data set was created from 1:24,000 USGS topography (40’-50’ contours), Clallam County Soil Survey, and Coastal Zone Atlas by county staff in 1996. Partial Landslide re-mapping in areas of LiDAR coverage was done (December 2010 through January 2011).The 2011 update more accurately reflects the landform-based landslide hazard in areas with LiDAR coverage. However, it inherits the original shapes for most slope/soil based hazard areas, and areas with no LiDAR coverage, pending more sophisticated slope analysis and policy decisions. The 2011 update was done by visual inspection of contours, hillshade, and a derived slope layer (65% and above), all from LiDAR, as well as aerial photos. The focus was on marine bluffs, as well as bluffs and ravines along major stream systems, particularly those included in the Shoreline Master Program update process.

Description: Critical Aquifer Recharge Area in Clallam County. Per Clallam County Code 27.1.600 the intent is to:(1) provide water quality protection associated with aquifer recharge areas through the regulation of land use activities that pose a potential contaminant threat or could increase the vulnerability of the aquifer. (2) Identify, preserve and protect aquifer recharge areas and prevent degradation of the quality of potable ground water.(3) Recognize the relationship between surface and ground water resources.
Description: FEMA FIRM Cross Sections adopted cross sections effective 4/23/2025. The data from FEMA was downloaded and then published. FEMA FIRM Cross Section data was copied from the S_XS shapefile in the FIRM Database. "The S_XS table contains information about cross section lines. This information is used in the Floodway Data Tables in the FIS Report, as well as on the FIRM panels. Database attributes should reflect the final regulatory water surface elevations that include any backwater elevations regardless of flood hazard zone and should be consistent with values in the floodway data tables and flood profiles, where applicable." - Guidance for Flood Risk Analysis and Mapping, FIRM Database Technical Reference. Fields: DFIRM_ID R Study Identifier. For a single-jurisdiction Flood Risk Project, the value is composed of the two-digit State FIPS code and the four-digit FEMA CID code (e.g., 480001). For a countywide Flood Risk Project, the value is composed of the two-digit State FIPS code, the three-digit county FIPS code and the letter “C” (e.g., 48107C). Within each FIRM Database, the DFIRM_ID value will be identical.VERSION_ID R Version Identifier. Identifies the product version and relates the feature to standards according to how it was created.XS_LN_ID R Primary key for table lookup. Assigned by table creator.WTR_NM R Surface Water Feature Name. This is the name of the stream or water body.STREAM_STN R1 Stream Station. This is the measurement along the profile baseline to the cross section location. This value is used in the FDTs and profiles.START_ID R1 Station Start Identification. This is the foreign key to the S_Stn_Start layer. The station start describes the origin for the measurements in the STREAM_STN field. This value is used in the FDTs and profiles.XS_LTR A Cross Section Letter. This is the letter or number that is assigned to the cross section on the hardcopy FIRM and in the FIS Report. This field is populated when the cross section is lettered. XS_LN_TYP R1 Cross-Section Line Type. This attribute should contain ‘LETTERED, MAPPED’ for cross sections that are shown on the hardcopy FIRM and are given a letter. If the cross section will be shown on the FIRM but not lettered, the attribute should contain ‘NOT LETTERED, MAPPED’ to indicate that it is a cross section shown on the hardcopy FIRM, but not on the FDTs or profiles. If the cross section will not be shown on the hardcopy FIRM, this attribute should contain ‘NOT LETTERED, NOT MAPPED’ to indicate that the cross section is part of the backup data for the Flood Risk Project but is not shown on the FIRM. All cross sections used in the development of effective hydraulic models shall be stored in this table, regardless of the flood hazard zone depicted on the effective panels. Acceptable values for this field are listed in the D_XS_Ln_Typ table.WSEL_REG R Regulatory Water Surface Elevation for the 1% annual-chance Flood Event. This is the regulatory water-surface elevation for the 1% annual-chance flood event in the stream channel at this cross section, this should include backwater elevations. In the case of levee(s) associated with a cross section, it is assumed that the levee(s) holds. For cross sections in the coastal floodplain, this value should be coded “-8888”. For cross sections in the combined coastal and riverine floodplain, this value should reflect the results of the combined rate of occurrence analysis. For cross sections at confluences where a single water surface elevation cannot be determined this value should be coded as “-8888”. This field is stored here and in L_XS_Elev to simplify annotation of the FIRM panel water-surface elevation at this cross section. This value and the corresponding value in L_XS_Elev should match.STRMBED_EL R Streambed Elevation. This is the water-surface elevation for the thalweg or the lowest point in the main channel. This value is used in the profiles.LEN_UNIT R Water-Surface and Streambed Elevation Units. This unit indicates the measurement system used for the water-surface and streambed elevations. Normally, this would be feet. Acceptable values for this field are listed in the D_Length_Units table.V_DATUM R Vertical Datum. The vertical datum indicates the reference surface from which the flood and streambed elevations are measured. Normally, this would be NAVD88. Acceptable values for this field are listed in the D_V_Datum table.PROFXS_TXT A Profile Cross Section Text. This field stores user-defined cross section text that is plotted on the profile. This field is only required to be populated if and when the data can be exported from RASPLOT in FIRM Database Technical Reference format.MODEL_ID R Model Identifier. This field stores the feature’s identifier that was used during hydrologic and hydraulic modeling. This field provides a link between the hydrologic or hydraulic modeling and this spatial file. This field should be populated with the name of the of the submitted model, Ex: River_Run.prjSEQ A Sequence. This is the order in which the cross sections plot on the profile. This value is needed for profiles. This field is only required if and when the data can be exported from RASPLOT in FIRM Database Technical Reference format.SOURCE_CIT R Source Citation. Abbreviation used in the metadata file when describing the source information for the feature. The abbreviation must match a value in L_Source_Cit.

Description: The Clallam County Zoning layer includes all the Zoning Code (CCC Title 33). Also embedded in the attributes and geometry of this layer are all the components necessary to derive Cities, Tribes, Planning Areas and Subareas, Urban Growth Areas (UGAs), and the Clallam County portion of Olympic National Park (ONP). This is a county-wide tiled polygon layer (no gaps, no overlap). Because county zoning regulations do not apply to land within city limits, tribal reservation boundaries, or ONP, these other jurisdictions are identified as polygons on this layer, allowing it to be the master for cities and tribes, and the Clallam County portion of ONP. In addition, UGA zones are distinct from rural zones, so they can be differentiated. Finally Planning Areas only split a small number of polygons, so that attribute is also present. The only overlap between any of these attributes is the portion of the city of Port Angeles that is also within ONP. Dissolving on "ZONECODE" will generate the distinct city polygon, while dissolving on "COMPCODE" will generate the distinct ONP polygons.Source: DATAOWNER.zoning_p

Within each FIRM Database, the DFIRM_ID value will be identical.VERSION_ID R Version Identifier. Identifies the product version and relates the feature to standards according to how it was created.FLD_AR_ID R Primary key for table lookup. Assigned by table creator.STUDY_TYP R Study Type. This describes the type of Flood Risk Project performed for flood hazard identification. Acceptable values for this field are listed in the D_Study_Typ table.FLD_ZONE R Flood Zone. This is a flood zone designation. These zones are used by FEMA to designate the SFHAs. Acceptable values for this field are listed in the D_Zone table.ZONE_SUBTY A Flood Zone Subtype. This field captures additional information about the flood zones. For example, Zone X could have “AREA WITH REDUCED FLOOD HAZARD DUE TO ACCREDITED LEVEE SYSTEM” or “0.2-PCT ANNUAL CHANCE FLOOD HAZARD” as a subtype. Types of floodways are also stored in this field. Floodways are designated by FEMA and adopted by communities to provide an area that will remain free of development to moderate increases in flood heights due to encroachment on the floodplain. Normal floodways are specified as ‘FLOODWAY.’ Special cases will have a more specific term for the designation (such as COLORADO RIVER) and will appear as a note on the hardcopy FIRM. See the FIRM Panel Technical Reference for available floodway notes. NOTE: The symbol ‘%’ is a reserved symbol in most software packages, so the word ‘percent’ was abbreviated to ‘PCT.’ Acceptable values for this field are listed in the D_Zone_Subtype table.SFHA_TF R Special Flood Hazard Area. If the area is within a SFHA this field would be true. This field will be true for any area coded as an A or V flood zone area. It should be false for any X or D flood areas. Acceptable values for this field are listed in the D_TrueFalse table.STATIC_BFE A Static Base Flood Elevation. This field will be populated for areas that have been determined to have a constant Base Flood Elevation (BFE) over a flood zone. The BFE value will be shown beneath the zone label. In this situation the same BFE applies to the entire polygon. This normally occurs in lakes or coastal zones.V_DATUM A Vertical Datum. The vertical datum indicates the reference surface from which the flood elevations are measured. Normally this would be North American Vertical Datum of 1988 for new studies. This field is only populated if the STATIC_BFE field is populated. Acceptable values for this field are listed in the D_V_Datum table.DEPTH A Depth This is the depth for Zone AO areas. This value is shown beneath the zone label on the FIRM. This field is only populated if a depth is shown on the FIRM.LEN_UNIT A Length Units. This unit indicates the measurement system used for the BFEs and/or depths. Normally this would be feet. This field is only populated if the STATIC_BFE or DEPTH field is populated. Acceptable values for this field are listed in the D_Length_Units table.VELOCITY A Velocity. This is the velocity measurement of the flood flow in the area. Normally this is applicable to alluvial fan areas (certain Zone AO areas). This value is shown beneath the zone label on the FIRM. This field is only populated when a velocity is associated with the flood zone area.VEL_UNIT A Velocity Unit. This is the unit of measurement for the velocity. This field is populated when the VELOCITY field is populated. Acceptable values for this field are listed in the D_Velocity_Units table.AR_REVERT A Flood Control Restoration Zones – Zone AR Classification. If this area is Zone AR in FLD_Zone field, this field would hold the zone that area would revert to if the AR zone were removed. This field is only populated if the corresponding area is Zone AR. Acceptable values for this field are listed in the D_Zone table, but should only include one of AE, AO, AH, A, and X domain values. AR_SUBTRV A Flood Control Restoration Zones – Zone AR Classification Zone Subtype. If this area is Zone AR in FLD_Zone field, this field would hold the zone subtype that area would revert to if the AR zone were removed. This field is only populated if the corresponding area is Zone AR. Description: UGA is a derivative from Zoning. Source: GeoData.DATAOWNER.UGA Urban growth area means those areas designated by Clallam County pursuant to the polices in the County-wide Planning Policy and Comprehensive Plan. Urban growth refers to growth that makes intensive use of land for the location of buildings, structures, and impermeable surfaces to such a degree as to be incompatible with the production of food, other agricultural products, or fiber, or the extraction of mineral resources. When allowed to spread over wide areas, urban growth typically requires urban governmental services. Rural growth over the last twenty (20) years has made many rural residential areas incompatible with the production of food, etc. These areas, however, do not typically require urban governmental services, such as neighborhood parks, sanitary sewer systems, water systems and stormwater systems. Description: A Marine Recovery Area (MRA) is established to focus attention on and protect especially sensitive marine waters from pollution from poorly functioning or failing septic systems. A 2006 state law (RCW 70.118A) required Puget Sound counties (including Clallam County) to designate MRAs where shellfish growing areas are closed due to bacterial pollution (or if closure is likely), or where bacteria or nitrogen are seriously affecting water quality.

Description: The extent of the service areas of each Group A water system. Derived from the PWS_serv_areas.shp, which also includes Group B service areas.Washington Group A public water systems serve 15 or more service connections or 25 or more people per day for 60 or more days a year, regulated by the Washington State Department of Health (DOH) under WAC 246-290. They are required to obtain annual operating permits, perform regular water quality monitoring (including coliform), and undergo sanitary surveys every 3–5 years and test for contaminants including PFAS.

Description: The area in which the Dept of Ecology's Dungeness (WRIA 18 East) Water Rule is in effect. It is bounded on the west by the actual drainage divide between Morse Creek and Bagely and Siebert Creeks, and on the south and east by the WRIA 18 boundary. The Water Rule Area boundary was originally derived by Department of Ecology from the drainage areas on the USGS Hydrolic Units dataset. Clallam County had previously delineated the drainage divide on the west using Lidar topography as part of its high accuracy stream mapping project, since this is also the western boundary of the Clean Water District. Ecology accepted this line on the west, but asserted that the eastern boundary was the legal boundary of WRIA 18, and could not be redrawn more accurately for this purpose. Existing WRIA datasets were not consistent, and so the one most closely aligned with the corresponding Lidar derived divide was chosen to map this layer.
